POSITION OVERVIEW

The Administrative Director reports to the Sheridan County Board of Commissioners and is responsible for directing and coordinating the administration of the Sheridan County Government in accordance with policies established by the County Commission.

Supervisory and Management Responsibility: The Administrative Director provides supervision over the Business Office, Building & Maintenance Department, Grants, Human Resources, GIS, IT Department, County Fire Warden, Emergency Management Coordinator, and the Fire Mitigation Coordinator.

MAJOR DUTIES

Administration and Department Oversight:

· Administers County grant processes with county offices, departments and other entities.

· Serves as the Administrator for Community Air Service.

· Coordinates activities and operations with the Director of the Innovation Center.

· Develops and reviews contracts/agreements in coordination with the County Attorney.

· Represents the county as “Official Custodian” of maintenance, care and keeping of public records.

· Coordinates activities and provides minimal supervision for the County Fire Warden, Emergency Management Coordinator, and the Fire Mitigation Coordinator.

· Coordinates with and advises architectural and engineering firms regarding additions, improvements, and remodels of County facilities.

· Develops RFPs for equipment, software, hardware, and construction procurements.

· Coordinates and updates County Capital Improvement Plan for facilities and grounds.

· Coordinates with and advises County Commission regarding property acquisitions.

Finance:

· Organizes and initiates budgets pertaining to the office of the County Commissioners, acts as liaison to other elected officials, department heads and the Budget Officer in preparation of the County budget.

· Maintains fiscal oversight on the County budget.

· Initiates audit processes relating to Sheridan County and its component units.

· Assists in coordination of annual Mill Levies with County Assessor.

· Assists County Treasurer with accounting and software applications related to County

budget, finance, and compliance.

Public Relations & Communications:

· Represents the County at meetings, civic functions, and before the news media.

· Responds to comments, complaints and requests from elected officials, department heads, the public, and the press.

· Communicates and coordinates activities with local and state officials.

· Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

· Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the multiple departments in order to direct and coordinate work within the departments, usually interpreted to require three to five years of related experience.

· Ability to be bonded.

KNOWLEDGE REQUIRED

· Knowledge of the legal requirements related to the operation of the Office of the County Commission and County Departments

· Knowledge of the principles and practices of management and supervision.

· Knowledge of the principles and practices of County finance administration and accounting.

· Knowledge of auditing principles, procedures, and applications.

· Knowledge of the operation of local and state government.

· Skill in written and oral communications.

· Skill in establishing and maintaining effective working relationships with the county’s elected officers and department heads, other county employees, and the general public.

Job Type: Full-time

Pay: $99,877.00 - $107,556.00 per year
