El Hogar Community Services is seeking Clinical Program Manager to meet the needs of our community mental health programs at our Mariposa (North) location. Each program is unique in its design and the population programs they serve. Mariposa (North and South) is our CORE program, which provides mental health, substance abuse, homeless and other resources services to adults 18+ years. Summary: The Clinical Program Manager is responsible for delivering mental health, substance abuse, and support services consistent with the principles of the Psychosocial Rehabilitation and Strengths Based Model to an adult population who are struggling with mental illness. Duties include, but are not limited to: Provide back-up support and coverage within the office in cases of absence as well as during time of excessive workload or tight deadlines; Oversees monthly internal audit and ensures reports are turned in promptly; Ensures that all documentation meets clinical guidelines. Attends County Utilization Review; Meets with staff as needed to provide clinical supervision and guidance; Keeps Program Director informed of all programmatic and operational issues; Acts on behalf of the Program Director in all areas in the absence of the Program Director.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

· Maintains availability to provide leadership guidance for direct service staff as well as fields question and provides answer and assistance with clinical situations;

· Demonstrates a recovery and strengths-based approach to all staff, and acts as a role model within the Program;

· Reviews assessments, progress notes, and other clinical documents;

· Provides assistance with the development of assessments, service plan development, case management, as well as assistance with crisis intervention;

· Ensures clients assigned to present caseload are within County authorization;

· Creates, defines and delivers training for group counseling and crisis intervention with clients and team members for individual therapy;

· Works with direct service staff to provide quality management oversight for all clinical services provided to clients;

· Provides case consultation for direct service staff;

· Provides overall Program oversight of day to day activities when the Program Director is not on site;

· Builds commitment within the team to overcome resistance from team members and encourages team to embrace changing priorities;

· Represents El Hogar at outside meetings with the County of Sacramento and other affiliated organizations;

· Has responsibility for maintaining assigned productivity levels each month;

· Actively contributes in a positive manner during El Hogar provided clinical supervision. Only applicable to individuals registered with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist Intern (AMFT), Associate Professional Clinic Counselor (APCC), or Associate Clinical Social Worker (ASW).

Supervisory Responsibilities:

This position provides direct clinical supervision for all Service Coordinators within the Program. This includes oversight of all aspects of productivity and appropriate case load management in collaboration with the Program Supervisor. The Program Coordinator carries out supervisory responsibilities in accordance with the organization's policies and procedures. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; Working in collaboration with the Program Director and the Supervisor’s feedback appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications:

Education and/or Experience: Minimum qualifications can be met in the following ways:

Master’s degree in Social Work or Mental Health related field with a clear and current California license or intern registration number with the Board of Behavioral Sciences. Individual must be able to be credentialed as a “Licensed Practitioner of the Healing Arts” (i.e. LMFT, LCSW, LPCC) or “Licensed Waived” (i.e. AMFT, AWSW, APCC) as defined by Sacramento County (Required)

· Knowledge of the theories, principles and techniques of family, group and individual
therapy, as well as the planning, development and implementation of
comprehensive service plans.

· Knowledge of principles and techniques of diagnostic assessment and interviewing,
and the social, psychological, and physical aspects of mental disorders.

· Demonstrated knowledge of group work principles and the ability to work
effectively with groups.

· Experience working with adults is preferred.

· Experience with Medi-Cal requirements is preferred.

· Work experience with persons who have substance abuse problems, preferably
individuals who are dually diagnosed (mental health & substance abuse) is preferred.

Knowledge of 12-Step Programs and/or personal experience with substance abuse
recovery is preferred.

Computer Skills: To perform this job successfully, an individual must have experience of Contact Management systems; Database software; Internet software; Spreadsheet software; and Word Processing software; Ability to rapidly assimilate the County required billing software (AVATAR).

Certificates, Licenses, Registrations:

· Must meet the qualifications of a Licensed Professional of the Healing Arts
(LPHA) or Licensed Professional of the Healing Arts- Waived (LPHA-W) and be in the beginning process of obtaining hours for licensure in
one of the following professional categories:
d. Licensed Clinical Psychologist
e. Licensed Clinical Social Worker (LCSW)
f. Licensed Marriage and Family Therapist (LMFT),
g. Licensed Professional Clinical Counselor (LPCC)

· Current, valid California Driver's License and driving record acceptable to El Hogar and the Agency’s auto insurance carrier. Current proof of personal auto insurance.

El Hogar provides the following employee benefits:

Pay: $72,800.00 - $94,640.00 per year
