Program Manager - Business Development
Park Heights Renaissance is looking for an energetic, detail-oriented Program Manager to support the economic growth of small, local, and minority-owned businesses in the Park Heights Master Plan Area, particularly in the primary business districts along Park Heights Ave, Reisterstown Rd, and Belvedere Ave. The Program Manager will collaborate with PHR staff & board members, the Mayor’s Office of Minority & Woman-Owned Business Development, and other key stakeholders to plan and promote events and technical assistance workshops in the districts, market small businesses and artists, install placemaking projects, and connect business owners to private and public resources, and prepare a Main Streets America application for Park Heights. The Program Manager will work with a team but is expected to manage their own work projects independently with regular report outs on program outcomes.
DUTIES AND RESPONSIBILITIES:
· Create electronic and physical newsletters in English and Spanish with information about economic recovery and business support activities like access to business loans and grants, training and networking opportunities, business safety, events/promotions, business marketing, district activities, etc.
· Chair and coordinate the Park Heights Main Streets Subcommittee and all recurring, internal meetings related to business development in Park Heights.
· Work with PHR’s Clean & Green team as well as other staff and consultants to prepare and distribute newsletters/resources to business owners through social media, door-to-door delivery, one-on- one meetings, phone calls, and other creative means.
· Support PHR's business development strategic priorities by organizing monthly Park Heights Main Streets Subcommittee meetings, maintaining the Park Heights business registry, supporting the Main Streets America planning and application process, and attending district coordination meetings with city-wide partners, among other activities.
· Where appropriate and time-permissible, represent PHR on local task forces, committees, and boards whose missions and values align with PHR’s mission, vision, and strategic priorities.
· Support business owners with managing their grant awards from Baltimore City and State of Maryland business resource support programs.
· Perform data collection and data entry to record outreach activities, business owner contact information, property ownership, district activities, and outcomes.
· Support physical improvements in the districts through coordination of commercial façade programs, artistic storefront display installations, and placemaking projects like murals and painted wall signs.
· Other duties asassigned.
QUALIFICATIONS
· Bachelor’s degree in Business Administration, Public Administration, Marketing, Urban Planning, or a related field; Master’s degree preferred.
· Three to five years of related professional experience including program management and grants administration.
· Comfort with approaching business owners, residents, public & private stakeholders, and artists to share resources and opportunities.
· Experience managing complex projects and eventsincluding planning, budgeting, outreach/marketing, and logistics.
· Experience working on physical improvement projects on private property and City right of way.
· Strong ability to problem-solve and work as part of a team.
· Proficiency with Microsoft Office (Excel, Outlook, PowerPoint, and Word),team management software (Microsoft Teams, SharePoint, Planner, etc.), Google Workplace (Drive, Forms), online databases (Esri/ArcGIS, Open Baltimore, Census Bureau, etc.), and design programs (Canva or Adobe Creative Suite) or willingness to learn.
· Ability to establish and maintain friendly working relationships.
· Ability to work some evening and weekend hours.
· Ability to stand or walk for a significant part of the workday.
· Ability to handle sensitive information with care and confidentiality.
· Must speak and write English fluently; fluency in at least one other language preferred.
