About the Icicle Fund:
In 1998, the Icicle Fund was established by Harriet Bullitt as a 501(c)(3) supporting organization for the work of six named partner organizations focused on advancing the Arts, protecting the Environment, and promoting the Natural and Cultural history of the Wenatchee River watershed. This work quickly expanded to include all of North Central Washington (NCW), including Chelan, Douglas, Okanogan, and Grant counties. Since 1998, the Fund has invested more than $45 million in over 100 nonprofits that support the environment, the arts, and history in North Central Washington.

The Icicle Fund's six named partner organizations help set the Fund's strategic direction and priorities. A thirteen-person board and three staff members conduct the business of the Fund.

Job Title:
Program Officer

Job Summary:
The Program Officer (PO) is responsible for developing and managing the Fund's approved funding priorities through the annual Community Grant Program (CGP) to support the Fund's goals and mission.

The PO facilitates the work of nonprofit organizations, staff, and the Board, through the entire grant process, from concept development and communication strategy through the decision on proposals and evaluation of results. In addition, the PO is responsible for working as a thought partner with the Executive Director (ED) and assist and partner in special projects, strategic issues, and strategic partnerships, or other duties as assigned by the ED. This may include administrative tasks.

The PO should have an open and approachable nature coupled with strong strategic and analytical thinking skills. The PO is one of the primary liaisons with the nonprofit community and is expected to develop and maintain a variety of relationships in the community, and a knowledge base of current trends, activities, and changes within the region.

Job Level:
Professional level staff with no employee supervisory responsibilities

Job Status:
Exempt, .8-1.0 FTE (32-40 hours/week)

Job Duties and Responsibilities:
The Program Officer (PO) is accountable to the Executive Director (ED) in fulfilling the authority and responsibilities of the position. A summary of responsibilities includes, but is not limited to:

Primary. Community Grants Program (CGP) Development and Management

Implement and continue development of the CGP based on trust-based philanthropy principles and values, philanthropic best practices, and lessons learned from past grantmaking activities to improve effectiveness and efficiency of work plans, activities, initiatives and grantmaking systems.

Manage the annual CGP cycle, leading the in-depth and critical analysis of proposals through due diligence, research, and decision process.

Periodically review and update the CGP process and materials.

Screen online CGP grant applications to assess fit with funding guidelines and contact applicants as needed.

Prepare grant award letters including information about award amounts, disbursements, and reporting schedules.

Monitor, schedule, and track grant payments and reports.

Monitor and assess CGP grantee performance against established grant terms and agreements.

Respond to problem-solving situations, providing technical assistance to CGP applicants and grantees regarding the online grants process, and send appropriate correspondence throughout all stages of the
CGP grant process.

Review budget change requests, make recommendations, and prepare responses in conjunction with the ED.

Oversee, approve, and document minor or immaterial changes (i.e., extensions) in the grant agreement terms and work with the ED on other change requests.

Prepare grant summary reports in Foundant™.

Evaluate the effectiveness of the CGP and develop reports on the pre- and post-award grantmaking.

Analyze grant data and identify trends to help inform the Fund’s work.

Serve as primary internal contact for CGP grant management.

Provide staff support to CGP grant review committees during Board meetings.

Serve as lead staff for the CGP grant review committees, including scheduling meetings, preparing materials for distribution, working with committee chair to prepare for meetings, orienting members to the work of the committee, and ensuring that all follow-up work is completed in a timely manner.

Maintain Foundant™, the online grants management system; participate in Foundant™ webinars, attend user meetings when appropriate, stay current with software updates, and serve as the internal expert & coach on the system, as requested by ED.

Primary. Thought and implementation partner for ED

Expand relationships with community members who have been historically under-served or under- represented to ensure the Fund’s grantmaking programs and practices are equitable and accessible to a diverse audience in NCW.

Develop and maintain a working knowledge of the three focus areas (arts, environment, and history) and emerging issues that affect the geographic area served by the Fund.

Collaborate with ED to identify gaps, define areas appropriate for the Fund to address, establish linkages with related efforts, and develop priorities.

In coordination with ED, participate in community activities around topics relevant to Icicle Fund grantmaking, including opportunities for collaborative grantmaking.

In coordination with ED, identify opportunities to convene, leverage and jointly work with colleague foundations, non-profit organizations, and other organizations to further the work of the Fund.

Represent the Fund to various constituencies, including participation in joint efforts, outside meetings and conferences, as assigned by the Executive Director.

Seek ways to support grant partners beyond providing grant funds.

Maintain relationships/memberships in appropriate professional organizations and participate in conferences and meetings to further professional and skill development.

Assist and partner in special projects, strategic issues, and strategic partnerships, or other duties as assigned by the ED; cross-train and contribute as requested/needed.

Administrative tasks as assigned by the ED.

Secondary. Communications

In collaboration with other staff,

Lead development and implementation of communications plan and strategy for Community Grants
Program.

Collaborate with staff and Board to provide updates for the Fund’s communications efforts.

Maintain website updates.

Assist Executive Director in preparation of board materials and posting documents to website/board portal.

Create and disseminate communications materials, such as press releases and periodic e-newsletters.

Offer creative insight regarding communicating grant partner stories and the Fund’s impact in the community.

Technical Competencies:
Proficiency with Microsoft Office 365 is required

Proficiency with Adobe software is required

Experience with Foundant Grant Lifecycle Manager or other online grantmaking software is desired

Experience with videoconferences using Zoom, Teams, or similar platforms is desired

Experience with social media management using platforms such as Facebook, Instagram, and Twitter is desired

Experience with website content management systems such as SquareSpace or WordPress is desired

Education, Experience and Certifications:
Bachelor’s degree or at least 5 years directly related experience in lieu of degree required

Grant program management and development experience is strongly preferred

Trust-based and community centered funding model experience is desired

Valid WA state driver’s license and proof of insurance is required

Starting Salary:
$65,000-$80,000/year at 1.0 FTE (40 hours/week) depending on experience (pro-rated for part-time)

Work Environment and Physical Demands:

This job operates in a professional, open-space office environment. It requires the routine use of standard office equipment such as computers, phones, copy machines and filing cabinets. This job is a largely sedentary role and requires the ability to remain in a stationary position at least 50% of the time, occasionally move about inside the office, constantly operate office productivity machinery (such as a computer), occasionally ascend/descend stairs, and constantly communicate and exchange accurate information. Frequent travel within the North Central Washington region is required.

Upon employment, it is expected that the PO will reside within the four-county area which the Icicle Fund serves. Icicle Fund supports flexible work schedules and remote work environments. Hours of work are established by the Executive Director. Remote computer connectivity is supported by the Fund to allow reasonable flexibility when out-of-office work is approved by the ED.
