Job Title: HUMAN RESOURCES MANAGER
Responsible to: Executive Director
Position Summary
Under the direction of the Executive Director and with limited supervision, develops and implements policies and procedures in accordance with State and
Federal Labor Laws and other monitoring agencies. Coordinates and monitors all programs and activities associated with formalizing HRA’s Human Resources
Department.
Essential Functions
1. Keeps informed, and monitors compliance of HRA personnel policies with
State and Federal labor laws and regulations.
2. Develops, implements and updates an effective Human Resource’s program which includes an Organization Policy and Procedure Manual and an Employee Handbook.
3. Develop an employee development strategic planning program. Work with the management staff to motivate employees, increase retention and monitor the organization’s culture so that it supports the company’s goals with strategic planning in mind.
4. Implement recruitment and hiring practices, with on-boarding to assure and assist with employee retention and development.
5. Monitors and coordinates the performance appraisal system, and all job descriptions; developing work policies and procedures.
6. Advises and collaborates with management staff on personnel issues, and employee’s corrective action plan (disciplinary actions, terminations, and policy interpretations).
7. Manage and respond to workers’ compensation, unemployment and all other claims.
8. Monitors all payroll activities internally and with the payroll agency.
Responsible for the time and attendance system, and maintenance and retention of payroll records.
9. Oversee the benefit programs such as health insurance, retirement and leave programs
10.Serve as a resource to all employees and managers on HR-related topics regarding policies, procedures, PTO, payroll, benefits, FMLA, compensation, hire and separation. Resolve any issues that may arise.
11. Act as a liaison between management and employees while maintaining an advocate role for both.
Other Duties and Responsibilities
1. Monitor professional licensure, employee personnel records, benefit programs and usage.
2. Develop and produce a company newsletter.
3. Serve as liaison between HRA and designated HR professional source.
4. Follow through with employee and patient complaints.
5. Performs other duties as assigned.
Minimum Education Experience Certifications and Licenses
1. Bachelor’s degree in Human Resources Administration, business or related field.
2. Minimum two years experience in Human Resources development and management.
4. PHR or SPHR certification preferred
5. Valid driver’s license
Knowledge, Skills and Ability
1. Demonstrate organizational, time management, and planning skills.
2. Proficient in Microsoft Suite (Word, Excel, PowerPoint etc.).
3. Ability to work independently, with minimal supervision.
4. Demonstrate the highest level of confidentiality
5. Interpersonal and communication skills to deal with management and employees
Physical/ Mental Demands
1. Ability to meet strict deadlines.
2. Ability to deal with multiple tasks at once.
3. Position requires prolonged sitting and computer use.
4. Ability to make decisions and problem solve.

Pay: $62,400.00 - $72,800.00 per year
