Program Development Manager - Bristol Bay Region CTE Program

TITLE Program Development Manager

JOB GOAL Builds a comprehensive and sustainable Career and Technical Education regional internship and work study program focused on providing internship opportunities to students in 22 communities in Southwest Alaska, to prepare youth for workforce entry.

PROFESSIONAL GOALS

1. Develop and implement workforce development, career readiness, and life skills training programs.
2. Secure planning, operational and capital funding for infrastructure and program needs.
3. Develop programs that support students transitional planning from high school to career/work/school

QUALIFICATIONS (Education, Experience, and skills preferred)

1. Understanding and relationships with Alaska’s Integrated Workforce
2. Preferred experience working with Bristol Bay Regional employers/industries
3. Preferred Type B Administrative Certificate and Career and Technical Experience
4. Preferred experience as a coordinator/manager.
5. Preferred experience working in education in rural Alaska.
6. Excellent verbal and written communication skills

7. Experience working within grant systems and timelines preferred

8. Ability to use technology as a communication tool and gathering data
9. Strong organizational skills with emphasis on attention to detail and long-term outcomes
10. Ability to work well independently and in a team setting

ESSENTIAL FUNCTIONS

1. During year one of the project: In partnership with regional entities develop a structure for internships for high school students across the region. This may include developing internship policies and procedures, parent permissions, family and community outreach materials

2. Starting year two: Implement internship program: work in collaboration with regional team to create internship opportunities for students and create systems of support for internships

3. Work with stakeholders on regional industry needs and stakeholder involvement with CTE (Career Technical Education) phases

4. Develop and maintain partnerships in the region and throughout the state
5. Work in partnership with BBNC Grant Manager to provide all required grant documents and data as needed and within timeline
6. Manage all paperwork (including program data, grant & program reporting, and promotional documents) and budgetary needs of the program
7. Develop and implement the operational plan to include financing, staffing, curriculum, space and residential needs of the Career and Technical Program

8. Develop a business plan and secure sustained funding for the program;
9. Attend and initiate meetings throughout the region with all stakeholders
10. Responsible for public relations exposure inclusive of print & social media, radio, and website.
11. Work with local educational staff and communities in the development of a vision for Career and Technical (Vocational) Education in the Bristol Bay Region
12. Maintain high student conduct standards and enforces discipline as needed, according to due process for student and staff rights
13. Willingness to travel to sessions and across state for essential job functions

LENGTH OF EMPLOYMENT: 210 Days

SALARY: Varies based on experience & education; $65,000 - $91,000
LOCATION: Dillingham, King Salmon, or Palmer
