The Pennsylvania Governor's Office of General Counsel (OGC) seeks two licensed attorneys with qualifying litigation and/or administrative law experience to support the litigation and regulatory functions of the Pennsylvania Insurance Department (PID). This position is located in Harrisburg's Capitol Complex; however, it is eligible for a hybrid remote/in-office schedule at the discretion of the General Counsel. Salary and classification level will be dependent on the level of directly relevant experience possessed by the successful applicant. This position will be classified as either an Attorney 2, 3, or 4 depending on the level of relevant experience possessed by the successful candidate(s).
PID seeks two attorneys with at least five (5) years of experience in insurance regulatory matters and/or administrative law, including litigation before administrative tribunals and the Commonwealth Court of Pennsylvania. Although experience in insurance is not required, the ideal candidate will have a familiarity with insurance laws and regulations or another analogous comprehensive regulatory scheme. For example, the applicant may have specific experience dealing with solvency and financial regulation, insurance contracts, licensing matters, or compliance enforcement matters involving regulated entities and licensees.
The successful candidate will have excellent written and oral communications skills, including an attention to detail, and a capability to facilitate in-person and remote (e.g., phone, video conference) discussions. Excellent interpersonal skills including the ability to foster trust and respect and to create friendly and collaborative working relationships with internal Commonwealth clients are a must.
The Governor’s Office of General Counsel provides efficient, responsive legal services to the Commonwealth, the Governor, members of his cabinet and more than 30 executive branch agencies that conduct the business of the Commonwealth. This includes rendering legal advice and representation concerning matters and issues arising in connection with the operation of executive agencies under the Governor's jurisdiction, as well as select independent agencies. The mission of PID is to provide a healthy regulatory environment that promotes a vibrant insurance marketplace to serve all consumers. The PIDmonitors the financial solvency of insurance companies, licenses insurance companies and producers, reviews and approves insurance policy language and rates, and coordinates the rehabilitation and liquidation of insolvent insurance companies.
In addition to the aforementioned 5+ years of legal experience, the candidate must have a Juris Doctor degree from an ABA-accredited law school and be a member in good standing with the Pennsylvania Bar.
